One of the major reasons for this issue has been the club's faded summer transfer window, where they couldn't materialize their needs for a star center-back and a prolific winger. However, while the club certainly fumbled on some deals, they were unfortunate in cases like the Anthony Elanga deal.
Not to forget, Nottingham's star winger Elanga had been rumored with a Newcastle move, both in June as well as the last week of the window; however, the deal couldn't reach a completion. As per reports from Sky Sports, Newcastle had even made a £50 million lucrative bid for the 22-year-old winger, but Nottingham refused the possibility of Elanga's move.
Recently, the player himself explained the overall scenario and responded about his future at Nottingham. Speaking to Football Skanalen, Elanga said,
"“Isak talked to me about it. But I said the same to him as I say to you. We have good relationships and good chemistry when we play together. But I have a contract with Nottingham.”"Anthony Elanga
In fact, the young talent acknowledged the interest of a big club like Newcastle in him, saying that he is doing things correctly, but expressed his intentions of staying at Nottingham. Elanga mentioned,

Further, the star winger praised his current club, saying,
"“But Nottingham is also a big club; they have won two Champions Leagues, even though it was before I was born. But I’m happy in Nottingham and have a contract there. I’m focusing on Nottingham and hope to have a good season; then we’ll see what happens.”"Anthony Elanga
Overall, as of now, nothing suggests that Anthony Elanga isn't thinking of making a move, in this season at least. However, with the next transfer window still months away, nothing can be said surely, as things might take a sharp turn, with probably Newcastle convincing him for a move. But for now, it feels that Elanga would be a difficult pursuit for Newcastle United.
